Club rules and bylaws

1. Rifle Rod & Gun Club (Manawatu) Inc (“RRGC”) is a private club operated by, and for, the benefit of its members.

2. Membership of the Club is open to all persons as provided in the Club’s constitution.

3. The Club's Committee has the authority to administer the Club for the benefit of the members. Members who disagree with the decisions of the Committee may appeal to the Committee or the general body of members in a general meeting, as provided in the constitution.

4. All members and visitors to the club facilities must abide by the club members' code of conduct, these rules, and Range Standing Orders as enacted by the committee from time to time.

5. Visitors to the club must be supervised by and are the responsibility of the member who has invited them to visit the range.

6. A visitor to the club facilities, who wishes to shoot [under the supervision of a member] must pay a fee (to be set from time to time by the Committee) by either a cash payment into a range honesty box or by making an online payment to the club’s main bank account. The responsibility for payment of the fee lies with the member who invited the visitor.

7. A person may visit the club facilities up to three times, but no more, before joining the club as a member. Any person who does not join the club after three visits may no longer attend at the club facilities as a guest of any member.

8. Application for membership of the club will follow a process determined from time to time by the Committee. Information sought by the committee (or its designated officer) must be provided by a prospective member in full before an application for membership will be considered.

9. Persons approved to join the club as a member will first be granted “probationary membership”. Probationary membership will extend for six months from the time a new member pays their club fees and subscriptions, until six calendar months thereafter. After six months, a probationary member will be considered to have completed probation and will automatically become a full member of the club.

10. If, in the opinion of the committee, a member on probation breaches the club's code of conduct for members, the committee may revoke their membership by written notice to the member. The member may appeal the revocation by appearing in person before the Committee, where they will be invited to plead their case. Thereafter, the Committee will consider the member's arguments and make a final determination on the termination of membership. The Committee’s decision will be final. If the membership is terminated, the unexpired portion of any fees the member has paid will be refunded to the member, prorated for the club's financial year.

11. Specific rules apply to persons seeking a “B” endorsement on their firearms license, to be obtained with the club's support. These are set out in the attached “B Endorsement rules”.

12. Persons under 16 years of age are permitted on the range complex when supervised and under the direct control of an adult member. 

13. A person under the age of 16 must not handle firearms or be in possession of ammunition unless under the immediate and direct supervision of a member licensed to handle those firearms or ammunition.

14. A person 16 years of age or older who intends to shoot at the range facilities on a regular basis must obtain their firearms license at the earliest opportunity, although they may continue to shoot under immediate and direct supervision while attaining that license.

15. Any minor under the age of 18 years, unless they lawfully possess a NZ firearms licence, must be accompanied by, and remain under the supervision of a parent/guardian while on the shooting range.

16. Members may not remove any of the property of the club from the club premises without the permission of the club committee, unless it is a paper or cardboard target upon which a member has been shooting, or, the item is being removed for repair and is done so upon the authority of the President, Vice President or Secretary of the Club.

17. Members may not deposit, install, leave or facilitate the installation or building of any structures of a permanent or semi-permanent nature anywhere on the range complex without the approval of the Committee.

18. Members may bring pets to the club facility. However, they must not be free to roam and must not be locked in a vehicle without water and good ventilation. Pets must not be on a range when shooting is taking place on that range. The member bringing a pet to the range is solely responsible for the pet's safety and for interactions between the pet and club members.

19. No smoking (including e-cigarettes and vapes) is permitted in any building or confined area on the range facilities. This includes any shed, the clubrooms, or covered shooting areas that may be open to the shooting range.

20. No alcohol consumption is permitted on the ranges when shooting is in progress on any range. If alcohol is consumed on a range, any person consuming alcohol must have finished all shooting for the day.

21. Members are responsible for removing any personal rubbish they bring to or create at the club facilities. Disposal bins are available for used targets, sweepings and spent brass. Any other rubbish should be removed by the member.
