Complaints and Disciplinary Process

This is an extended version of the Complaints and Disciplinary Process as found in the Members Code of Conduct providing more detail on the process.

Complaints and Disciplinary Process

  • Complaints relating directly to action or behaviour on or during a specific range shooting activity where the range is under the control of a Range Officer, the complaint should be directed, in the first instance, to the Range Officer for resolution. The Range Officer should then report the matter and the final resolution to the committee for recording purposes.  Should the matter remain unresolved after being referred to the Range Officer, any one person or any number of persons present during the incident including the Range Officer, should refer the complaint to the club committee.
  • All other complaints, not related directly to a specific event or action on or during the use of a specific range that was under the direct control of a Range Officer should be referred in the first instance to the section captain who should refer the complaint to the committee.
  • All complaints from the ‘Sports Shooting’ section, that being members who belong to, or make exclusive use of, the sighting in facilities on range 4, should direct all complaints to the club secretary, either in person or in writing via email to secretary@rrgc.nz. All complaints relating specifically to safety issues weather they are of a general  or a specific nature directed at one or more individuals, must be followed up by lodging the complaint  in writing via email to the secretary@rrgc.nz providing full details of the complaint, including dates, times and names of those directly and indirectly involved, or who were present in the immediate vicinity at the time of the incident. The complaint will then be presented to the committee by the club secretary on behalf of the complainant and will be dealt with by a ‘Complaints Hearing Board’ appointed by the committee
  • All complaints relating to behavioural matters, breaches of match rules or matters of safety, are to be formally logged in the complaints register as soon as possible, by the official receiving notice of the complaint.
  • The Committee will appoint a Hearings Board of three impartial members to consider the matter.
  • The member concerned must receive at least 14 days’ notice of the hearing and may bring a support person (but not legal counsel).
  • A written decision, including any recommended penalties, will be provided to the Committee and the member concerned.
  • Appeals must be lodged within 30 days and will be heard by an Appeals Board of three past officers or suitable members within 45 days.
  • The Appeals Board’s decision is final and binding.
